Depends on how personal you take it. The word "you" sounds like an accusation but it's the same as "in my opinion, I noticed you..."

Some people use "We" to refer to their own group of peers. We (Americans) think this way. However, online, we forget that we can't use We since not everyone is from America.

Really depends.

I may be talking on behalf of people from Manchester, England or Overweight Beer Drinkers or people who have had a Replacement Knee. Now I don't know where you live or what your habits and health is but I suspect I may have missed you on at least 2 of those criteria.

Not necessarily, it doesn't always mean everyone in the group in qiuestion. Can just mean 'this is common among this group'.

Also it is useful when describing general human characteristics, so it doesn't seem like you are consider yourself to above such failings.

e.g. "We are not very rational creatures", "we find it easier to see other people's mistakes than our own", "we easily believe that which is convenient".

If one makes an assertion such as "We are not God" or "We are separate from God" without any inclusive qualifiers, such as "we of Manchester," "we overweight beer drinkers," or "we who had knee replacements," the one is including me (and you) in their assertion.

Yes, but in the OP, I specifically speak of personal views, not generalized human characteristics.

I think it is a common error, yes, but sometimes 'we' does suit the context.

Interesting issue.
To overcome ego, it's good to think bigger, so "we" thinking/acting is recommended by some wise guys
But "we" talking, I agree, is not really useful and quite untrue when sharing personal views IMHO
