Veda people never lived in Arctic. Did they?

I also think it's not important. Wherever they came from, and however they got there, the people who became known as Indians are there now. And over the course of the millennia they built an incredible culture.
The only reason I ever say anything at all is because some reader might come along who DOES think it is important, and I would hate to see them go away with a 'fact' based on one person's point of view. Of course most people with any historical integrity will do their own independent research and not just ask a question on a forum, or read a forum as a valid source. Compared to what people say on forums, Wikipedia is better.

I don't say that it's a respectable book. But that's the book to read if you're interested. If you're interested enough to get the book and read it, then why are discussing this?

Going by the Wikipedia article: Bal Gangadhar Tilak is a radical trying to extricate his country from a subservient colonial position in the British empire. He's not great at History but makes waves. I guess that the idea just appeals strongly to him whether he can test it or not, and he senses that India is in real need of independence. India comes very close to being a permanent colony, and so maybe his intuition is right. No doubt he is grasping at any weed like a man falling off the edge of a cliff, and this idea is just that weed that he uses to try and claw his way up.

Similarly there are other colonies and other people doing the same thing in other places.

There is nothing like revelation. It is a hoax used by charlatans, a falsehood, and superstition by its believers, used by many people in history. Like Vinayaka, I do not believe that Vedas are revealed, because I do not even believe in existence of God. As for the answers to your questions:
1. Part of Veda hymns were composed within the Arctic Circle (that means more than 67 degree North).
2. Veda hymns were composed in all places, like swriting of a song, in Arctic Circle, in Central Asia as well as in India.
3. Part of Vedic hymns were written in India (probably those in Books I and X), but more outside India.
4. Answer in #2.
5. Answer in # 2.

Paarsurrey, you do not even know how to format questions. That is a pity.
