Hi there. At least we're in the same boat, as newbies.
From what I can work out "frubals" can be found in the top right hand corner of a message box. They look like a small set of scales. From what I can tell, I think its to do with a posters reputation, and I believe you can rate their comment, which in turn will show up as one of the "frubals". I may be wrong of course, this is a pure guess - but good as any, I suppose!

Frubals are a lighthearted rating/reputation point system. If you especially like someone's post, you can click on the icon at the top right of their post (the little balance scales), optionally enter a message and click the button. To see who has fruballed you, click on your User CP on the top bar. There you can see a listing of your latest frubals received, and the comments your fruballers made when they gave them.

The forum software limits how many times you can frubal in one day, and how often you can frubal the same user. If it won't let you frubal someone's post, just go by what the pop-up window says.
