shouldn't the concept of 'te' be used here instead of tao? correct me if i'm wrong, but i was under the impression that te is 'the shape and power of tao; it is the way the tao manifests, it is tao particularized to a form or a virtue' ( jonathan star, introduction to the definitive tao te ching p.2).
anyway, i've been thinking about this question for a while, and i can't really come up with a good answer. it's a tough one.
