Im just interpreting the word law in a certain way. Of couse what occurs sill occurs whether anyone is present to observe or not. But for angular momentum as an example, we created a model rule for it stating that a moment force arond a fixed point 'a' is equal to the linear force at point 'b' multiplied by the vector of distance. Those 'laws' are our interpretation of the interaction, and is in my mind slightly distinct from the interactions themselves.

Its humans nature to try to find patterns in chaos (sometimes even see them when there not there) the patterns we find we organize to likelyness to be true, we see same thing happening all over the world so must be a natural law. since we don't have more data on other planets/species we cant be sure but its the most likely so we call it a law
