before you even get to that question, the grounds of the argument for God in the teleological argument are based on inference - the teleological argument can provide grounds for inferring polytheism, monotheism, benevolence, malevolence, and other contradictory characteristics of the inferred designer. the teleological can't even describe God, and i reckons you would need to succeed in doing that before asking your question

but good question all the same!

William Paley is supposedly the first to formulate the argument properly. David Hume does a great critique of the argument from design in his book "Dialogues concerning natural religion".
