So what you're saying is, that Allah - somewhat like an artist - is designing a painting, and like many artists, as that painting progresses, he decides to keep things he's already put in the painting because they're working out ok, some of the things he's decided just haven't worked so he's painted over them, and occasionally he just plonks something else into the picture to see if that works. If it doesn't work, he may make subtle changes to make it work better.
Sounds a bit like natural selection to me.
