I'm not sure the US Constitution speaks to that issue but it does speak to the rules in effect within the Congress of the United States. It says that each house may creates it's own rules. (which would allow, among other things, prayer) but I don't know that there is a trickle down effect. If Federal rules were in play, there would not be a unicameral body at the local level.
