Yes, we consider Mexicans (among others) to be 'Lamanites,' but this narrow explanation of a Lamanite makes it sound like we'd exclude them or look down on them. Please consider the following verses to round out the definition of 'Lamanite:'
Jacob 3:6-7 6 And now, this commandment they observe to keep; wherefore, because of this observance, in keeping this commandment, the Lord God will not destroy them, but will be merciful unto them; and one day they shall become a blessed people. 7 Behold, their husbands love their wives, and their wives love their husbands; and their husbands and their wives love their children; and their unbelief and their hatred towards you is because of the iniquity of their fathers; wherefore, how much better are you than they, in the sight of your great Creator? And as for whether we'd exclude them, that's absurd: the Book of Mormon is written expressly for them! They were its target audience. Moroni himself addresses them as such: Mormon 7:9-10 9 ...if ye believe this ye will know concerning your fathers, and also the marvelous works which were wrought by the power of God among them. 10 And ye will also know that ye are a remnant of the seed of Jacob; therefore ye are numbered among the people of the first covenant; and if it so be that ye believe in Christ, and are baptized, first with water, then with fire and with the Holy Ghost, following the example of our Savior, according to that which he hath commanded us, it shall be well with you in the day of judgment. Amen.
