Well then what about some sects of Christianity? "Your soul is tainted, you have to come here and tithe 10% of your belongings and accept Jesus Christ as your savior or you won't be saved." Why isn't that considered a con? Just a thought

Because the law isn't against cons for money, it's against fortune tellers taking money from people.
As for why its limited to that, well thats obviously a question nobody here could answer, and you'd have to give a call to the city to find out.

Ok, so if they keep the shop open and only provide free fortune telling services, then how exactly are they supposed to make money to pay the rent and other bills to keep the shop open? Magically pull it out of their rear?

I thought they were just talkin about those stands you see at fairs or in a plaza or somethin, didn't know they were talkin about a full blown shop. besides, if it is a bone fide shop, would they not have other things available other than readings?
