It is also useful to note that different times call for different pronunciations. If you ever look at a Sephardic Siddur, particularly one of the Ovadiah Yosef variety (but not necessarily), every time the Tetragrammaton is written, there are different vowels.

Apparently, different times call for different applications. We just don't use them, even though they are written. (And that is assuming that the written vowels are correct at any given time.)
