Is charity a cover for proselytizing?

We are partnering with believers like you this Christmas to send the love of Jesus to orphans in Russia and other former Soviet countries. It is our desire to reach at least 10,000 orphans living at 50 different orphanages across the former Soviet Union.

The question always arises! Why are these people going all the way to Russia to give a better Christmas to children. Whatever happened to "charity begins at home"? I'm sure 10,000 kids could be found in the Chicago area alone that would be better served and without the added expense of an internaltional trip. It is because Chicago is already Christian?
