Default Was Man Formed By Water?

Genesis 2 : 6 - 7 states that The Man was formed from the dust of a freshly watered garden. Water and dust equals mud. If The Man is formed of dust what is the water doing there if not to suggest that the water does the forming. If the figurative translation suggest the waters formed The Man and the literal translation states God formed The Man is Moses saying that the waters are like God?

You seem to be making two assumptions -

That water is God when, clearly, God is the declared actor in each of the creation stories.

The second that Moses wrote the stories. Scholarship tells us there were many (a few?) anonymous authors.
