Because some people, mainly youngsters, have enough of a hard time putting their thoughts straight as it is. Supposedly seeing nudity "freely available" without further comment would confuse them and encourage undesirable actions such as rude advances and invitations for casual sex.
So it is purely a cultural taboo, which is nevertheless necessary to some degree because most young people are in fact lacking in good sexual education. Unfortunately, it often takes taboo to keep them from commiting stupid mistakes such as, say, touching people regardless of how they feel about it. Come to think of it, I am not so sure that this is mainly a youngsters thing.

I have absolutely no idea why, but I guess it would not be a good idea at the South Pole or a Moscow busy street in the middle of winter.

I personally wouldn't like to see it. But, if for generations people have been nude in public and it now seemed a normal thing to do, there probably wouldn't be as many concerns, or views of it being immoral. When you look back to how people dressed even a hundred or so years ago - they wore more in public than people do now, but we've adapted to it.

2) Also, I am not so sure that they are not present. It seems to me that for the most part they simply don't have enough variety of social roles and behaviors to allow the problems to manifest themselves very far. People have far less space for covert behavior and less disconnect between what they want and what they do. Of course, the downside is that they also face their own limitations more often and more directly. There is less room for delusion.

Or have we? Sometimes it seems to me that much of the point of current young female fashions is to disturb males to some degree.

Wearing short skirts and low cut tops, seems normal these days, whereas a hundred years ago, it wouldn't have been.

Again, context. It is immoral in a community that has a culture that sees nudity as offensive. So to be nude is to offend people. If you are in a culture where nudity is the norm, then it is not immoral because it does not negatively affect anyone.

Nudity shouldn't be looked at as wrong but today's society has gotten way out of hand. Because of the laws passed down through out the years, people have been MADE to think it is wrong. It's because of the strict laws IMO. If the law was changed now, I really don't what would happen. Men would probably cream themselves every second. Sorry for the vulgarity but it's out of honesty. lol
