OK, time for the resident neo-con to weigh in here. I believe Conservative people do not believe anything the government does is efficient. They don't want their money wasted on bureaucracy. They want to help people on a local level. In other words, they want to see the direct results of their hard earned money donated.
I believe we may have tougher standards for help as well. Many times when someone comes to our church for help, we offer them a job. It is a test. Once they show up and work, they recieve far more than wages from the congregation. Not everyone can work. That is taken into consideration. Many times we help people in need that are too proud to ask for help. When I see the direct results of my contributions, it only makes me want to give more. As far as the Liberals being tightwads, perhaps that is a bit harsh. I think it has more to do with them not wanting to take personal responsibility for local problems. They want the nanny state to do this for them. In a nut shell, they are generous with other people's money. My personal opinion is, I want to teach a hungry person to fish instead of giving them a fish to eat.

I understood it to mean they were making sure the person really was in need of charity and not just some person out looking for an easy hand out who did not truly need it. Is that not a viable interpretation of what Rick said? Do you really need to automatically assume the worst view possible or can you give the guy the benefit of the doubt? I think your feelings towards Rick, which I assume are less than friendly, are blinding you to seeing what he really said.
