There's a difference between answering questions about your religion and purchasing and distributing a supply of materials for the express purpose of proselytization and evangelization.

And besides the "rules are rules, so obey them" rationale, this sort of thing will not help the Iraqi people view the US troops in a favourable light. Iraqi goodwill plays a key role in all sorts of goals that the US wants to accomplish in Iraq. Crap like this is just one more item on the pile of reasons why many people in Iraq view American soldiers as the enemy. Do you think that helps to keep those soldiers safe?

For one thing, this moron wasn't even doing this on his own time -- bad as that would be, under the circumstances. He was passing them out at checkpoints during the performance of his official duties while acting as a representative of the US government.

If you're trying to buy groceries and the clerk is trying to proselytize you, that's inappropriate. This is even more inappropriate.
