Let's say you could have the United States do one of two things: Set up a relief program that will continually feed 10 million starving Africans, or ban gay marriage in the US. Assume that the costs of both plans are negligible and that they will be done if you so choose. The catch is that you cannot do both, and you cannot do some sort of combination. It's all-or-nothing, one or the other. Which do you choose?
