no i don't not think so, as first off the planet as a whole really isn't "managed". The UN is rather inept at doing anything at all and world powers such as the US, EU, Russia and China have influence really in their respective regions which sometimes overlap.
i think that though situations look grim we can find a way to overcome such situations. If Iran were to perform an attack on Israel using nuclear arms 1) i believe israel is fully prepared to defend against such an act 2) doing so would put the entire region, not just Israel, in danger and would murder millions of innocent people, jews, muslims and christians; remember that Israel is tiny and fallout can go a great distance from ground zero.
I do not know how soon the world will come to place of peace and prosperity for all, maybe only in the days of Moshiach, but i do not thing the world is unmanageable. A nuclear war on any scale produces no winners and the Iranian president may be crazy but don't think he's that dumb.
