No because from the person's point of view time is going at a perfectly normal speed.

Personally, I think this is going to be something that will require testing to know.

The second thing is that there may be no effect *during* the dilation experience, but there certainly will be upon rejoining the "normal" flow of time. The longer the period of dilation, the greater the effect, I would estimate.

Only due to the effects of time dilation - imagine your own child being biologically older than you, for example.

Considering that our local galaxy is travelling at a rate of 600,000m/s, why are we not flattened now?

No you got it wrong. When looking at this problem we have to take into account kinetic energy (Ek=1/2mv^2 or kinetic energy = half * mass * velocity squared). When we increase the speed of something we are really increasing the kinetic energy but since the mass stays constant only the speed increases. However since there is a universal speed limit (speed of light = 3*10^8ms^-2) nothing can go faster than this so when we try to increase our kinetic energy at the speed of light the energy turns into mass (E=mc^2 shows energy and matter are the same thing). So we don't actually get flattened what actually happens if we increase in mass.

Your point also isn't valid because time dilation begins to have a noticeable effect at speeds greater than 1/3 the speed of light.
