Yes you said near light speed but near light speed is not required for time dilation.

But how would you know this? You would need to perform some measurements. You, on planet earth, would need two clocks -- one here on Earth, and another at the final destination where the spaceship is heading for. But, the person in the spaceship would be carrying a moving clock, and it would be his clock that would undergo time dilation.

Near lightspeed is not required, but at very slow speed, time dilation would be too small to measure it.

No the problem is velocity is a relative term. To define one as stationary you have to have a frame of reference for it. On Earth this is easy because we view the ground as stationary and measure velocity from that. In space there is no such thing. The Earth is moving at 1/2c relative to the rocket and the rocket is moving 1/2c relative to the Earth.

Relativity does not work the way you want it to. To calculate these velocities, you would need to apply the Lorentz transformation equations. You would need to know which coordinate system carries the moving clock, and which doesn't. In the scenario you have chosen, the person in the spaceship would carry the moving clock. You, on Earth, would need to have two clocks to make the measurement. Hence by the conditions in your scenario, the person in the spaceship would undergo time dilation.
