As personification of intellect.

I think the point that is being made is that ideas can be welded like a weapon or a toool, with ruthless efficiency or callous accuracy, but its the heart and will that provide them with power.

I think that it's a very accurate statement. Intellect is a very powerful thing and can accomplish much; however, it can also lack...humanity.
Just like science can accomplish both great things and horrible things: it's all considered scientific progress, but some of the things that are accomplished are horrendous. It's the heart, or personality, that must be present to work as a kind of guide.
Haven't you ever known one of those people that was incredibly intelligent but had nothing unique about them whatsoever? Kind of like a robot walkin' around.
