I stumbled upon a very good book this afternoon:
Fragments: The Collected Wisdom of Heraclides translated by Brooks Haxton It is text and translation of a very early philosopher from Ephesus.

What does Logos mean in this context?

The numbering system is different... neither my number 27 or 39 has that quote, so I can't read it in Greek on this end. If logos is plural, I'd take it as "words," meaning that Bias either talked a lot or his words had substance. If it's singluar, I suspect that it means that Bias was an important person... but this is poetry and singular can be plural (but not vice-versa, usually).
