Suppose one wants to practice paganism on their own, but they wish to celebrate the Wheel of the Year with other pagans? How could one do that?

It depends on where you are. Portland has lots of open celebrations, Lubbock had none.
I haven't been to the Witch's Voice for years, but they used to have a really good section of local listings. That would be a good resource to make contact. http://witchvox.com/ ETA: Also, iirc you're looking into UU groups as well. They have a pagan group called CUUPS that you can ask about.

you could search online for any groups near you, or if you know of any Pagan/Occult book shops nearby you could try asking them in there if they know of anything.
