For what it's worth, back when I was a theist and approached ritualism in a much more literal rather than symbolic way, I had a tendency to worship the divine and celebrate the sabbats without ever performing any acts more magickal than casting the circle, consecrating the cakes and wine (and once a squalling infant! That was fun...), and drawing invoking/banishing pentagrams... all of which, even then, I regarded as symbolic rather than magickal. So I suppose for me and the members of my coven, yes, it was indeed possible to be pagan without using magic.
