Just being in the U.S. without a visa would be such an offense for a Mexican citizen. So if you are an American citizen who looks Mexican and sounds Mexican to any hood-wearing, mouth-breathing cop in Arizona, and you don't have a visa on you (as you wouldn't, being a citizen), said hood-wearer can claim he has probable cause to detain you and hold you until such time as you prove that you're a citizen.

Provided that "Day One" is 8 May 1882. Congress passed laws governing naturalization beginning in 1790, but immigration was unregulated for quite some time.
