It terrorists used a nuclear, chemical or biological weapon against the US, it would turn the whole world against the terrorists, except for a million or so lunatics, who would see it as a good thing. The US would have a green light to destroy any country aiding or abetting the terrorists. There would be a world wide round up of terror suspects, and civil rights might become a thing of the past not just abroad but in America too.
