I fail to see how that is in any way related to whether or not Arabs are a Semitic people? The common use of the word Semitic refers, as they say, to the ethnicities and cultures associated with Semitic people - this clearly includes Arabs.
A more specific, modern sense - involving genetic lineage - refers to Semitic people as a racial group, of which Arabs - at in Palestine and Syria and other Near Eastern countries - are a part. What does Hagar or a biblical use of any term have to do with this?
