Germany was not responsible for Hitler. Everyone was responsible for Hitler. Hitler was allowed to continue his merry way for a while without too much pressure from other nations - until other nations actually were attacked or were threatened. Everyone else just sat there and kind of ignored him as "their problem" until he became "our problem. All of mankind (well, those who knew about him) was responsible for Hitler.

Hitler did what he thought was right. He got voted in - how could he think otherwise? No other nations really did much until he attacked - how could he think otherwise?

No. The burden of the holocaust lies with everyone.

Hitler was only "bad" however, if we take what he did to mean nothing, that we continue to make mistakes in the same fashion he did. The good of Hitler was that he gave us all an opportunity to decide and show who we really are, and that we are able to change our own futures. Do not forget that.
