Intelligence is rarer, it depends on complexity.

Perhaps many sentient technological species nuke themselves to oblivion in their infancy or de stabalise their planetary ecologies catastrophically with industrial carelessness....may explain why we don't seem to be able to detect alien civilizations (though this could be due to many other reasons though) humans certainly seem to be going down this road only 100 years or so after they invented radio...
