Both. I use the term quite literally, as one might call the the quantum sea of infinite possibilities "energy." The Urantia Book puts it this way: "Viewed as an unspiritual phenomenon, God is energy. This declaration of physical fact is the primal cause of the universal physical phenomena of all space. From this divine activity all physical energy and other material manifestations are derived." I happen to agree, but God is also spirit--purposive energy.
