Jesus takes the mitigation even further. When citing that law, he says, "You have heard it said, 'an eye for an eye.' But I tell you to love your enemies and to pray for those who persecute you." There is no contradiction present here. There is a slight reversal, but the general thrust is to admonish us to do what it hospitable and loving. It is our own hermeneutical problem that is to blame -- not the Bible.

I believe it was given by God to Moses on Mt. Sinai. It's part of the Mosaic law.

I might go so far as to say that without the indwelling of the Holy Spirit and a spiritual view, the Bible is almost incomprehensible.

Love thy neighbor only pertains to people in need?

All people are in need of love, are they not? Isn't that the point Jesus was pushing in the good Samaritan pericope? The lawyer tried to narrow the field of love by asking, "Who is my neighbor?" Jesus had to broaden that field by including those who were not "lovable" -- all of humanity.

I dont know if all people are in need of love though. I can honestly say though that there are people I do not feel love for.( I do not hate them)

When Jesus was asked to explain who one's neigbor was in relation to loving their neighbor He gave the parable of the Good Samaritan. Do you have futher scripture to clarify the point?
