There was a church before the documents were put together in the Bible, but some of the documents were written before the Church, such as those in the Old Testament.
As for documents in the New Testament, it depends on at what point you think the Church formed. Did it form during Jesus' ministry? A decade afterward? A century afterwards? At what point could have the Christian population been called a church?

The "Bible," as we know it today, was not finalized and canonized for about 300 years following the death of Christ and the advent of the Church. The OT scriptures were available as separate scrolls, but there were no "books of the New Testament" in the beginning. The earliest NT book we have was originally a letter to the Church at Thessalonica, written about 50 c.e. It's not "putting the cart before the horse." It's simply the timeline in which these things happened. Both the Bible and the religion are cheapened by shoddy history and scholarship, not by insisting that things happened in the order they did.
