How May I Direct Your Call? (creation, service)

Without giving to much backstory I am looking for a device (or a program or service) that identifies the caller who is calling on a phone (that is not set up with me and that I do not have an account for) and that I can re-direct an incoming phone call to another number.

Does such a device exist?

If there is a service (or possiibly a computer program) that is inexpensive?

I happen to be working on a computerized phone service right now that would easily be able to do what you want, but it's not available on the market yet. How soon would you need this?

I wanted it for my job. Like for example, if mrscardero called, I would be able to see her phone number either on an external device or my computer (I tried hooking up an external Caller ID unit to these phones but it didn't work, because the phones are not equipped with Caller ID service) and I wanted to immediately transfer the phone call to let's say, my cell phone or the other land line. I was wondering if this was something I would have to specify with the phone company (which would be impossible because the NYS Thruway holds the account with the phone company) or if an external device or alternative service was possible. Is this something of your own creation or a program you are working on for a company? I would be interested if you wanted to send more information. There is no hurry at this moment and I thank you for your reply.
