Well, as far as:

"Abstinence-only programs show little evidence of sustained (long-term) impact on attitudes and intentions."

I don't see what this is supposed to mean, as for most individuals abstinence is not a life long or even long term thing. I would assume that most sex education programs only need to be successful in the short term (a couple years) until those kids have matured and are responsible enough to realize that sex can be a great thing if handled properly and safely.

Maybe this is why sex ed programs here fail so miserably? Because they are taught with the premise of keeping kids abstinent and scared of sex until they are 35?

And in that same vein of teaching, they fail to teach proper safe sex methods. In the end, when the sex scare tactics fade off those young teenagers (by the time they have turned into young adults,) they are left uneducated on the premise of safe sex.
