I generally think of normality as a matter of degree. The greater the percentage of a population that exhibits the trait in question the more "normal" the trait is. Those who choose to designate a certain percentile as a normal/abnormal boundary are free to do so, with the understanding that this is a subjective and probably arbitrary percentile.
