It strikes me that there are certain 'areas' in the world that are far more prone to disasters; (floods, earthquakes, etc).
Whenever a tragedy occurs, there is often a 'rush' of fund raising, where vast amounts are committed to the disaster funds, by individuals, and nations. However, as we have seen a few times before, money which has been committed doesn't necessarily turn up, and when it does, it doesn't always go to the people who need it most. How would you sort out this mis-management ?

I would really like to see people get more proactive about preventing and limiting devastation due to national disasters before they hit. Part of the reason the tsunami was so devastating was there is no alert system in place for the Indian Ocean, as there is for the Pacific Ocean. Nations need to come to the table to discuss regional disaster planning so that when it hits, there is a clear course of action so it takes less time to assist those in harm's way. I've been disgusted at all of the wolves dressed as charities, stealing from good people and only passing along pennies on the dollar to those in need while their executives by yachts. There needs to be harsh legislature created to prosecute these people and it needs to be enforced. There need to be a stronger set of standards for charities to adhere to...

Governments need to donate actual equipment and pay workers to go to disaster struck areas and help the people of the area and the kind charity workers who volunteer there.
Money, when donated, can fall into the wrong hands and be misused. This is less likely with equipment.

Donate tools and equipment. Give prepayed workers. The things that are needed in the stead of the money to buy the same thing.
