Simple, a stat of 50 or 60 or 70 will still help. It will just give you a 50 or 60 or 70 percent chance of success. I say 95 is the highest with a benefit because a roll of 95-100 always fails a test, regardless of attributes. Also, tests are only used for things that would be challenging. For instance, chatting up a barkeep for some rumors won't require a charisma test, but if you're looking for something deeply personal or specific, it will be more difficult and require a test.
ANY stat of 95 is considered nearly superhuman. People with a strength of 95 are generally like olympic athletes or powerlifters, while somebody with a dexterity that high would be a master sharpshooter of an extremely skilled craftsman.
