"Nuclear" is a social structure where a "family" group consists of parents (usually one "father" and one "mother") and children. It contrasts with the "extended" family, which includes relatives and others adopted into that group. According to Wikipedia, it is the third most popular family structure in the United States, with approximately one quarter if its population participating in a "nuclear" family arrangement (closely trailing "singles" and "couples with no children"). (Statistics from the year 2000.) Other family arrangements included "blended" families, "binuclear" families (separated spouses marrying new spouses with children), and "single-parent" families.
The question open for debate is, does the nuclear family, particularly one consisting of one male and one female parent, need protecting? What are the reasons why it might need to be protected? What are the reasons why it would NOT need to be protected?

As long as there are heterosexual people who are willing to be monogamous we will have family units consisting of mum, dad and kiddywinks. No amount of single parent families or homosexual marriages will ever annihilate that - it's physically unpossible.

The nuclear family needs protection in the form of radiation suits and potassium iodide pills.

The "nuclear family" is not necessarily a good idea to begin with. It places too much pressure on young parents raising children largely on their own without adequate familial and societal support.
Have you seen Open Water?

I don't think anyone is expecting people to raise a family while floating in the middle of the ocean Brendan.
Unless...

Metaphorically, that's exactly what they want them to do.
