Today I was told by a man I respect and trust that whenever a woman smiles at a man, he thinks she likes him. My question is, is this true?

For some men, probably yes. For all men generally, no.

Personally, I don't assume that when a woman smiles at me, she must like me (at least in the romantic meaning of the term), only that she's being friendly.

Not really.
Some people are just friendly and smile at everyone. It really can have a major impact on ones psyche, and make you feel better about yourself. I'm not quite sure how that works though, but society does place alot of emphases on a smile. It is even illegal in a city in Italy I believe, to not be smiling in public, save for a funeral or other tragic event.
Some people apparently can interpret a smile wrong.
