One must remember that some dinosaurs had feathers, which as we know are more insulating than fur. So yes, dinosaurs could and did live in cold climates.

I guess the real underlying question is did they LIVE in colder climates. We have had a few different axes since the beginning, and there is no telling if we even had an almost parallel rotation with the sun as we have today.

Actually, the Triassic was known for Hot and Dry, while most of the Jurassic was even warmer: no polar ice caps were believed to exist. Compared to then, we are still a LOT colder. It is also believed that there were fewer temp variations compared to now. IOW, our weather is a lot wilder, yet considerably cooler than the dinosaurs had to deal with.
