What is the difference between sayng: "the universe is created", and,
"I create the universe" from a scientific point of view?

It depends on how you define "the universe", but I'd say the latter has more evidence against with respect to the material universe.

"The universe is created" = something made the universe pop into existence
"I create the universe" = what I see/hear/feel/taste/smell as receiving information about the universe makes me think about the universe in a certain way and because I have different incoming information to everyone else, then therefore I have a different view of the universe. Therefore, the universe I live in is different to everyone elses - and because the thinking is of me, then that means I created my view of what the universe is, and therefore I created it Hope that makes sense =\
