It depends on how you define "the universe", but I'd say the latter has more evidence against with respect to the material universe.

"The universe is created" = something made the universe pop into existence
"I create the universe" = what I see/hear/feel/taste/smell as receiving information about the universe makes me think about the universe in a certain way and because I have different incoming information to everyone else, then therefore I have a different view of the universe. Therefore, the universe I live in is different to everyone elses - and because the thinking is of me, then that means I created my view of what the universe is, and therefore I created it
