Racism is alive and kicking. The reasons as to why there are more blacks and other minorities in jail is simply because the laws are biased against them. And if you keep that knowledge to yourself and no one speaks up, nothing will change.

Could it be a money thing? Perhaps, besides being black, the people on death row were also poor? Perhaps having higher caliber public defenders would make things fairer for everyone.
I'm not saying racism does not exist, but I like to believe that the situation is improving. I look at it from a money stand point. I do not want to warehouse a young person for life who killed someone. I believe the money should be spent on education and competent legal representation. I want a fair system, not a system that says because there is still racism that no one is guilty of murder. If we are going to value all life to a greater extent than we do, I could support abolishing the death penalty as long as we address the abortion issue as well. Is all life sacred, or is choice and revenge more important to us?

I was wondering if it is more financial also when reading it too. It is hard to assesses the OP without the study attached or at least the demographical break down. The public defender incidentally, is a private defense lawyer who gets hired by the state for a pre-set salary. That same lawyer is doing work for fees also and the states have some hiring qualifications on whom they can pick which makes me skeptical of the "bumbling public defender" scenario I hear about often. I am not saying that doesn't' happen but more that it is probably the exception as opposed to the rule.
