That's crap. Just about anywhere it is too easy to slap someone with intent to sell with nothing more than circumstantial evidence, if even that. Did your husband at least get the charges dropped, if you don't mind me asking.
I know not all cops deserve to be called a pig, and there are those who take their oath very seriously, but damn there are just too many stories of corruption.

Apart from the insane cop who decided to arrest them for dancing I don't see that the cops did anything wrong.

Try seing it from the point of view of the cops.
A cop calls for backup because some criminals are being violent and resisting arrest. When the backup arrive they of course make sure that the dangerous criminal causes no further trouble. The criminal claims "he was just dancing" (yeah right, why would a fellow cop call for backup for that).
Think about it. Would you expect a cop to call for backup in a situation where he does not feel in danger.
I would not, so If I was the backup showing up and the person I was about to arrest claimed he was just dancing I would not believe him. So I think the backup did right in assuming the person they were arresting was dangerous.

Right, so they take the couple to the police station. The police officer claims they vere violent and resisting arrest. The 'criminals' claim that they were dancing. What can the police do other than put then in a holding cell untill they have figured out what happened. Which is exactly what they did.
The couple was then released and the charges against them were dropped.

They went home. I am sure it was no fun while they were in jail, but they now have a cool story to tell their friends (and various papers)

Sure they have reason to complain about the treatment. They should definatly file a complaint against the idiot cop who decided to arrest them in the first place, but I fail to see how the police depertment did anything wrong.

But they decide to sue.
At best they and the police department will now spend a lot of money making a bunch of lawyers rich (and that would be tax payers money in the case of the police department), at worst the police (that is, the tax payers) will end up paying for the whole thing.
But sure, that seems fair, let the citizens pay the poor couple and a bunch of poor lawyers a lot of money becase some silly cop behaved like an idiot

Yeah. the public defender assigned to yosi looked at the medicine bottle, asked if this was what the pills were. After hearing a yes, the attorney said, "Give me a minute. We'll see about getting this dropped." She succeeded.
It's the NYPD's stupid stop-and frisk policy. If you look out of place in a neighborhood, and 9 times out of 10 you usually do(considering they use racial profiling when they say they don't...but that's for another thread), you are likely to get "asked" to empty your pockets.
Here's what bad about it. IF you refuse, you are hiding something and they arrest you for resisting arrest. IF you empty your pockets and there is something there that is "suspicious," they arrest you for what ever it is that was in your pockets.
