The Bible is correct and complete as far as it is translated correctly. The Book of Mormon is another testament of Jesus Christ. The LDS Church believes that the Bible still has many important things missing from it, and from that assumption, yes, we need the Book of Mormon.

Wouldn't a totally literal translation of the bible be incomprehensible?

The NEB is a very good translation. For my money (and many Bible scholars) the NRSV is the most "accurate." The NIV is a translation (as opposed to a paraphrase) but it has some serious evangelical overtones.
I don't deal with paraphrases, personally, so I can't tell you anything about them...

It would be impossible, since there are Hebrew words and phrases that just don't translate into English. Greek has the same problem.

I use the Jewish Publication Society Hebrew/English Tanakh for the Old Testament. If you want an accurate New Testament then I suggest learning Greek or Latin.
