Whether the pay is food or money it is still compensation for the work you have done, which is the definition of pay. So if you done nothing, why should you be compensated with something?

Not paid, but fed. Money can buy beer. But we should never turn away a homeless person who asks for bread or soup. They might have a mental condition that makes it impossible for them to work in a McDonalds or something. Let God be the judge.

Maybe if you'd have read the very next verse you'd see that this verse has nothing to do with homeless or mentally disable people. It is talking about people who do not work and instead spend their time spreading gossip. Try again please.
