His Arm represents the kindness He had shown to Israel... that He had heard our cries and reached in with an outstretched arm to pull us out of the house of bondage... and with strong hand (power), He delivered the plagues to Egypt.

To incarnate means that God would no longer be God at all, but just another being contingent upon the will of God to exist at all.
