Long lived people in genesis... (dinosaur, contradiction, creation, bible)

I'm putting this in here because i'd like an answer from the people in the know and not a debate.

In Genesis people often lived into their 900's. Then pre-flood God decided that men should live no longer than 120 years. The flood happened, but after the waters receded the decendants of Noah continued to have life spans of many centuries.

My question is this; Is there any reason, that you know of, as to why God's decree of a 120 year limit did not come into instant effect?

In the Second Lecture on Faith, Joseph Smith goes through all these people's ages in the Bible. From his writing he seems to indicate that he believed their lives were lengthened so that knowledge of the existence of God could be preserved from the creation of Adam. He doesn't mention anything about the contradiction that you mentioned though. Maybe they were not very good at keeping track of time.

There is a great theory about his. There was a layer of water in the biosphere called the reckayia (sp????) It acted like a green house, plants grew bigger, animals and people lived longer and healthier(a lizard grows till it dies-dinosaurs.) The air was cleaner, there would have been more oxygen. Well God used it to clean house with the flood. Some how he broke it, Meteor maybe. But after we lost that layer of water you'll notice that life spans start to shrink. Not over night, but over time people couldn't live long lives without the better food, air, and living conditions. So life by life they got shorter. God used his creation to do his work, like he knew he would have to do.

Please this is not up for debate, don't attack me with proof of something else. Please share. It was a theory I heard and thought I would share it to help answer halcyon.
